We recently had this issue as well and funneling through the different levels of support on the Amazon Prime TV side just to talk to someone that knew what I was talking about was infuriating to say the least. I did receive an email this morning from Amazon saying the issue was "resolved" but I haven't yet verified. As far as I can tell there isn't any sort of documentation anywhere from Amazon that shows the criteria for what they deem to be a VPN or proxy nor is there any documentation on how to appeal/remove your IP's from this list.
