The FCC as an enforcement body is terribly weak. Of the grants that they give out only 1% will every be audited down stream to see if production equipment meets the rules.
As far as enforcement of user installed equipment they would have to get a complaint to start any kind of investigation. Those complaints are handled by the FCC's District offices one of which is in San Francisco. Calling the police would do no good. When I brought up this issue at a TCB council meeting with people from the FCC Office of Engineering Technology (OET) they had no idea that this kind of stuff is going on and to what extent.
