GRComputing (http://www.grcomputing.net) is buliding a private wireless network in Iraq, solely for NGOs. I have contacted the company to see if it would be interested in working on a public wireless net.
I have also made contact with the Coalition Provisional Authority (http://www.cpa-iraq.org), and I heard yesterday that USAID is now accepting unsilocited proposals.
