You could test this by taking your WLAN out of the picture...i.e. connect your gaming machine to your cable modem/dsl line using a hub or switch and CAT5 ethernet cable. If you still get variable latency, you probably have connection problems at your ISP or your ISP's ISP. WLANs can result in variable latency if packets get dropped/corrupted/lost because of noise bursts in the 2.4ghz spectrum.
