that wouldn't be a reasonable request...

you can use a directional antenna to cut down on the noise from across the 
street... you could ask you neighbor if his camera has a selectable range 
of frequencies, put him on one end of ism band and your ap on the other,,,

Decent spectrum analyzers that work in the microwave range are fairly 
expensive

The noise level value in your wireless driver is useful in this regard.
