The FCC needs to understand that policy that helps WISPs helps America, especially in time of disaster. That message dovetails into almost everything we are trying to do in WISPA. Issues like unused television space for broadband use was our lobbying effort last week in D.C. which was well received. The congressional group we addressed wanted to know how the unused television channels could help in times like this when shelters may be without communications services. I explained how many places are in heavily treed areas or have other obstructions and that the lower frequency television channel space would be very beneficial to getting service online faster and in more areas than we can now. In a time like this when we have proved very worthy of the credit as an industry it is not hard to develop a solid agenda for our presence in front of the policy makers. This discussion probably is not of any consequence now anyway as it looks as though we are almost certainly too short on time to get any front line people to D.C. in time for the meeting. I sure wish we could swing that video feed.

A couple issues...

First, delivering a WISPA message to the FCC doesn't need to be expensive. It only costs me about $3.50 in gas, to show up on the FCC door step, and hand deliver it and take a meeting with someone. All I need is WISPA to organize an agenda of what information they want me to represent and who to. Since WISPA's inception, WISPA has not taken advantage of the asset that I offer being local to DC. For example, my sister-in-law is an upper level manager at FEMA. Thats a resource I may be able to use to be more effective. If anyone knows any one at FEMA that needs to be talked to, I may be able to help. But to help, I need direction from WISPA or PART-15, I don't have the man power dig the details up myself, based on my non-related heavy work load. I'm not trying to piggy back onto others' fame, I just am looking for ways that I can help the organization, while I'm tied down to my local area. That said....

I fully agree that we need to get credit out to the guys who dropped everything and made things happen. The real first responders, (Mac and crew, you know who you are), who made it possible for the WISP industry to actually be the first responders. I fully support the importance to get a representative from the front lines, wether it be Matt or Mac, in person to an FCC event to represent this important issue. Nobody will be able to do it better than someone that was actually there. Real world first hand experienced stories are going to make this issue real to those who have opened their ear to listen.

What is WISPA looking to accomplish, by going to DC? 1) Get financial support for MAC's and similar in progress efforts, that are time of the essence? 2) Gaining credit for being a first responser, as an ideustry testomonial? 3) Demonstrating why WISPs should be considered for funded restoration work? What's the agenda?

what we really need is a big map, in ross perot style. showing the areas wisps have reconnected currently and planned in the next 2 weeks. we need a chart or slide with how many voip calls have been completed. How many people have been connected/reunited. How many sqare miles are covered. any fact with big impressive numbers. Bullet points with how nimble and quickly a small group can act. Thinks what the wisps could do with the 400 million that the telcos are going to spend. I don't know if this presentation is about fund the rebuild, but if it is we need to point out what could be done with more support from the fcc. with out sounding like we are whining.

just some thoughts

I agree that a wireless feed is not appropriate under normal situations but that's not what we're talking about here. I would say using a wireless feed to connect video down there (especially since all other communications are down) would be a very powerful tool to tell the story of what is happening
and what you guys and our industry can offer. Brad

Done a zillion remote meetings using streaming video/audio. Not appropriate

for an FCC presentation.

Come on, guys. The real issue is "what" is said, not "who" is saying it.
What you need to do is to have WISPA leadership collaborate with P-15
leadership to come to mutual agreement on "what" is presented. That will
suit everyone's needs. But beware: Do not settle for simply "providing
material" as a substitute. Submitting material to another group to use or
not use as they see fit will not represent your interests, guaranteed.
What's called for is a collaboration and sign-off on what is presented. It doesn't have to be face-to-face ... people remotely email revisions back &
forth on an every day, hour, or even minute basis in collaborative
construction. This can work, only if there's someone in your group willing to collaborate to make it happen (and both parties are willing to see that it's accomplished). The issue of "who" does the presentation may be set in stone, but if both parties are willing to agree that "what" is presented
should be agreeable to both, it can happen.

I know Matt has been away from home a bunch lately but I think we should
send Matt Larsen to this FCC event if he will go. We can take the $500
from Charles as part of the expense and have WISPA cover the rest. I
think we need a front line guy to speak at this event. I think we should
ask Michael to introduce Matt and yield a bit of his time if the FCC
will not grant Matt his own time. This shows unity between industry
groups and gives Part-15 and WISPA both an opportunity to show our
efforts in helping those in need. Thoughts?

I agree that Matt would do well if he could find someone to talk to.
And he would be in the top of the list of people I would want to go to
Washington and represent us.

However, Marlon, if he has the time, has experience of "roaming the
halls of the FCC" looking for someone to talk to.

Maybe Marlon would be a better choice in this instance?

WISPA hasn't been formally invited to talk to the FCC people, so the
person that goes will need to cold call, which might be difficult to do.

I think this is the perfect time to talk to Washington, and make sure or
reinforce that it was WISPA quick actions that got phone, broadband,
and computers into the hands of the displaced. Mac Dearman and WISPA
were "First Responders"

We need to make sure that we get this credit right away. As time passes
on, a lot will be forgotten and it will be much harder to get the type
of exposure we now deserve.

It would also be good to sometime in the future have a special trip to
Washington for the member wisps of wispa who were effected and those who
volunteered the time and effort to be quick responders.
Guys like Mac need to be recognized for their quick actions, especially
in light of how slow it took the government to respond.

Just my thoughts.
