So does this mean that cabling and equipment should be grounded to same source?  I understand grounding the cable prior to entry.  Does grounding my cable to one ground and then using the shelter power, which is on a different ground, set up a potential on the equipment?  Maybe disconnect the ground on the power side and bond everything to a single point?

Your sapose to do both ground outside before you get to the shelter port and inside to tie into the ground ring inside the shelter.
