For you, that could be a problem. If you're only using 30 or so IP addresses, you probably won't be able to independently multihome. (Most Tier 1 ISPs won't accept or propagate BGP announcements for address space smaller than a /24, or 256 contiguous IPs. The global routing table is polluted enough as it is without everyone trying to multihome their /29s or whatever.)

And most ISPs won't give you a whole /24 unless/until you need it, and will efficiently use (most of) it, because if they do, it could impact their ability to get address space in the future, thus causing problems for them and for their other customers.

ARIN can be a pain in the rear to deal with, but there's no way they can do their job (trying to stretch out their share of the limited IPv4 address space as long as they can) AND make everyone happy at the same time.
