My research show that the main cost is the STB more so then the head end. VLS makes a pretty decent head-end depending on what you want to serve out. I had setup VLS with access to current IPTV stations as well as HD stored media. The streaming was very simple to to, albeit network intensive. I would be very interested in learning more about the purposed solution
