1. yes 2. licenses are done on a per-site basis...since you are moving the site, it would be treated as a new license (there is a possibility that you could "claim" rounding error for the path move, but I would imagine it is more than likely that a tower large enough to hold solid parabolic 6' would be registered already under the FCC with a call sign and then that would be almost impossible to pull off)
