You need an encoder and a decoder similar to this:

Cheaper versions are available but this will give you an idea.

But in reality you may be better off installing a NVR (network video recorder) and just watch it with the associated software or media player. And you would also be recording the video locally for playback if necessary. Don't really know your application.
