Generally speaking, when the FCC specifies antennas they are more interested in the pattern than the gain. Specifically, they have a beamwidth and sidelobe suppression mask that they insist upon. This is always true with satellite uplink dishes. Not totally familiar with the point to point fixed microwave requirements but I would suspect this to be the case there as well. For parabolic reflectors, gain=directivity*efficiency or directivity (beamwidth) = gain/efficiency. Most parabolics are about 50-60% efficient.
