Best quality outdoor-rated IP cams are the megapixel-sensor units made by Mobotix. We use them in our installations whenever possible. They are expensive, but well worth it - one Mobotix cam can do the work of 4 ordinary ones. You can see the image quality on our website, and you can buy them from Radius Security among others.
