My guess is that the integrators who deal with the Africans get a certain degree of credibility, particularly if they have westerners at their beck and call to help a country figure out what it wants. In my experience, they seem to know they need something, they're not sure what that something is, and they've got real funds, they just don't know how they want to spend it and are skeptical of giving it to businesses that will not invest long term in their infrastructure / economy. -------------------------------------------------------------------------------- WISPA Wants You!
