Channels 3, 4, and 37 are excluded no matter what. Fixed users cannot use an adjacent channel (at this time) and are permitted between 2 and 51, with a power limit of 4 watts EIRP.
Personal portable users are restricted to channels 21 - 51. 100 mw of power, but are to use 40 mw on channels adjacent to licensed users.
