Its because they chose small local companies to design solutions that bypassed the congestion of traditional carriers. For example, RapidDSL&Wireless with the help of state of the art wireless radio solutions provided by Trango Broadband and Dragonwave, provided a large portion of the video sreaming and transport over wireless broadband (for major TV networks) covering the inauguration at the Capitol, and other various venues. I'm sure there is congestion at the Web Hosts, relaying/distributing the content to the millions of end user viewers. But that is a different problem.
