I don't use Cacti, but I'd assume it means the same thing there at it means everywhere else -- that 95% of the points on the graph are at or below that cutoff. Many ISPs and larger carriers use 95th-percentile billing, so that the occasional spike in traffic won't make your bill unreasonably high. http://en.wikipedia.org/wiki/Burstable_billing has a much better explanation.
