Someone at BNSF I was speaking to was talking about pending legislation that would convert rail road (and perhaps other means) easement into a utility corridor, removing the requirement for utilities to have to negotiate with each landowner. They weren't immediately aware what level of government this legislation was on.... Illinois or federal. Anyone know?
