Using the Wifi service to connect to your carrier?  Only 1 I know of -
Cincinnati Bell (Fusion service).

You can use the Blackberries with Wifi (8820 and Bold are GSM ones) and
install Nimbuzz.

The Nokia e85 or n95 has a nice SIP client.
