We've been talking about on Member's list. The worst thing I saw about it was.... 3G cellular service appears to disqualify an area from being eligible for funding, based on definition of underserved.
An area is eligible for underserved if it does not have a provider offering over 3mbps down stream. However, without conditions for upload, or mandating average, or considering wired only, 3G kills us because 3G is spec'd at 3.1 peak download. WISPA lobbied for 2mb upload and speeds based on average.
