They will likely require an engineering study be conducted then they may ask for operational guidelines to be established.

The PDF showing the list of earth stations and exclusion zones looks useful, but is really just the start of a goose chase. The other ISPs in the states surrounding the earth station either have no 3.65 links registered, or the links fall outside of the zone. Had there been an ISP nearby that had gone through this, I would have checked with them. The call signs located at Andover when you go to register a location, or reference the PDF listing are not in the FCC ULS database. They are apparently FCC international bureau issued call signs and IB does not have a searchable online database and did not return my phone call. I can't find anything in the chamber of commerce business directory for Andover, the switchboard yellow pages for andover. The Andover earth station is owned by MCI/Verizon and I get the usually helpless script followers on the other end of the line, "Sir, we just open up trouble tickets", or "try calling this number" in really poor english. Has anyone else been through this? How do I get the information needed to request an agreement?
