There's no way to know that until they do it since the link doesn't exist yet-and even if they told us it will be at "such-and-such link", you're about even odds for them actually putting it at the link they tell you. But, it will no doubt be on the NTIA web site at the least, just as the abstracts were. I'm sure you'll see it posted here in an email the instant it becomes available though.
