Without knowledge of the industry and just looking at the data, WISP's appear to be in a serious decline even with 22.7% more providers reporting. Add that to the fact that they do not make up any significant percentage of the overall broadband picture. While those facts may not be true and the realistic view of the industry from those who operate in it, what else does the government have to go by! As an industry, we can't figure out how many WISP's there really are, let alone count up the true number of subscribers. This form 477 data like it or not, is the only information about WISP's the government can get their hands on. Like it or not and agree with it or not, the reality is what it is, ignoring it and wishing it was different will not change what has just happened.
