But in the mean time, policy and perceptions are made by the existing data,
even if it is a year old. Without knowledge of the industry and just looking
at the data, WISP's appear to be in a serious decline even with 22.7% more
providers reporting. Add that to the fact that they do not make up any
significant percentage of the overall broadband picture. While those facts
may not be true and the realistic view of the industry from those who
operate in it, what else does the government have to go by! As an industry,
we can't figure out how many WISP's there really are, let alone count up the
true number of subscribers. This form 477 data like it or not, is the only
information about WISP's the government can get their hands on. Like it or
not and agree with it or not, the reality is what it is, ignoring it and
wishing it was different will not change what has just happened.

With spectrum policy needing to be changed, would you as the FCC allocate
new spectrum to the mobile wireless broadband carriers who according to this
report make up 24.6% of the total broadband subscribers, or to the WISP's
who make up 0.478%?

  I wonder if some WISPs are reluctant to tool up for census tracts,
figuring next they will want census blocks and all the effort will be
wasted.

  Also, the lack of uniformity.  States want different data.  And BIP/BTOP
applications and protests want different data.  Maybe encourages WISPs to do
nothing until the various govt entities make up their minds.

  When the vast majority of WISPs are failing to file, I think you gotta say
there's something wrong with the process.  If they simplified the reporting
process they'd get a lot better response.  I'm guessing the guys who
designed the current method must have been rejects from Moto's Prizm
project.

  They could start by returning to the use of zip codes instead of census
tracts.
