I would definitely start by making sure you have LOS at 31 feet. We've established you can not at ~18, but may at 31. Maybe he's looking in the wrong spot and doesn't know what he's looking for and in reality, you can see the light at 18 feet. I'd definitely get these figures before proceeding.
