This is really the only way to handle this. Send them a cease and desist letter because they are interrupting your service and serve them certified mail. Then go after them with a lawyer.
Unless the entity that is receiving interference is the FCC or works for them, I would say you have no chance whatsoever to get any action from the Commission. Part 15 is not allowed to interfere and must accept any interference that is does receive. A simple clarification from the FCC.....
