I was in High School in 95 here in Belize, and back then we were paying $2.00/ hour for internet access. Usernames and passwords were passed around continuously. I heard of some businesses getting bills at $7,000 for the month, and a Government office getting a bill for over $10,000. Good old days. The whole country was learning so much back then via 'free' access.
