Something along the lines of:

Usage: UserUtil <Host>[:port] <login:password> <[n]{on|off|pulse|status}>

Examples:
192.168.0.100:80 admin:1234 5on
192.168.0.100:80 admin:1234 status
192.168.0.100:80 admin:1234 *off
