I was just talking to my bucket truck inspector this weekend.  He also does 
cranes etc.

The question came up about the fork lift baskets.  As long as they have rails 
that are at least 32" high, a chain to tie off to the fork lift and tie off 
rings for the harnesses it's OK to use them.  They are OSHA compliant according 
to him.

    According to another WISP they did a "test run" and everything appeared ok. 
 My guess is that the test run was without the man on the lift.  These things 
are not made to go left or right, and are not made to handle a side load.  
Unfortunately, we all get to learn a lesson from this on what not to do.
