Misconfigured MTU values will produce results like this, particularly noticeable on SSL-enabled websites. If you can, try reducing the MTU down to say 1300 Bytes and clamp the MSS to 1280 on a customer router to see if the problem goes away, if it does, you'll need to work out where the MTU issue is on your network and resolve it.
