Many folks look at Ham radio as a public service.  Several tower owners 
I
know do bartering.  The hams use pool resources together and can do so in
times of emergencies.  Plus, if they can become a customer they can be an
asset.  During the last snow storm here in Indiana several hams personally
helped me get out to a tower site that was without power.  One of them had
a standby generator which we used to power the site for about 17 hours.
