I wanted to chime in and add this: Installing new underground facilities to off-net customers does cost a TON of money. Boring, trenching, etc, to install underground facilities is incredibly expensive. Permits, machinery, and labor alone are massive portions of the cost. Materials (conduit, coax/fiber, equipment) in some cases is almost insignificant since it's such a small portion of the project.
