Oracle tends to not publish direct download links, since they want you click thru an annoying license page. I think the WinXP offline installer for Java 7 can be found here: http://www.oracle.com/technetwork/java/javase/downloads/java-se-jre-7-download-432155.html
Look for the "Windows x86 Offline" link, 20MBytes. Note this is just the Java runtime, i.e. not the full JDK needed to write code.
