The Town of Warwick, Massachusetts has a municipal WISP. I've been working with them on upgrading their network, which began around 2009. The Town is quite remote and mountainous, has no DSL or cable, and not much cellular service, so the wireless network has a high take rate. Some commercial WISPs provide help on demand but the Town Administrator does most of the work himself and with the help of townspeople.

I'm working with some other towns too but they're not up and running yet.
