   The IEEE SECON 2004 organizing committee is pleased to announce the
   availability of Student Travel Grants, sponsored by the National
   Science Foundation. Applications are invited from qualified
   graduate students studying in U.S. institutions. Around ten to
   fifteen awards are expected.
   
  Eligibility
  
   Graduate students currently active in the graduate program of
   accredited institutions in the United States. We encourage
   applications from nearby universities.
   
  What does grant provide:
  
   For students who are more than two hours driving distance (non-local),
   the grant will cover the following expenses (up to a maximum of US
   $1000):

     * Economy airfare, on a US-based carrier, up to $450
     * lodging for up to three nights (up to $160 per night)
     * per-diem ($46 per day for up to 3 days)
       
   For students who are less than two hours driving distance (local), the
   grant will cover the following expenses (up to a maximum of US $450):

     * lodging for up to two nights (up to $160 per night)
     * mileage reimbursement at standard established rates
     * per-diem ($46 per day for up to 3 days)
       
Notes: 

 a. Students will be reimbursed (based on receipts) for their
     expenses after the conference is over.

 b. Awardees will be provided complimentary student registrations by
     IEEE Communications Society.

How to Apply:
  
   An application for a travel award will consist of:

    1. Letter from the student, including paper title if paper has been
       accepted for SECON 2004.
    2. The student's vita and
    3. Supporting letter from the student's graduate advisor.
       
   The letter from the student should include:
    1. a brief summary of research interests and accomplishments to date
    2. a description of areas reflected in the SECON 2004 program that
       would impact the student's research.
    3. why the conference attendance is important to the student.
       
   The student's advisor's recommendation letter to the committee should
   include:
    1. confirmation that the student is a bona-fide Ph.D. or M.S.
       candidate in good standing;
    2. the suitability of the SECON 2004 program material to the student's
       research area;
    3. ways this particular student would benefit from attendance at the
       conference; and
    4. the strengths and potential contributions of the student.
       
  Where to Send:
  
    1. Students should send their application materials as a
       single-PDF file by email to [EMAIL PROTECTED] by Sep. 7,
       2004.

    2. Advisors should send their recommendation letters, preferably
       by email, to [EMAIL PROTECTED] by Sep. 7, 2004.
