Changing direction away from using the PPI link-type, and not requiring the
changes to pcap-ng to support all the required fields. Sniffers still
generating pcap format data may use this new link-type to provide meta-data and
the captured IEEE 802.15.4 packet. Having a hybrid of a new DLT and pcapng
options complicates parsing and presentation of data where it's required.
Any field types in this DLT which is duplicated by a pcap-ng option must give
priority to the TLV values.
