The build process uses pod2man to generate the man pages, but the Developer's
Guide "Win32/64: Step-by-Step Guide" section doesn't say anything about
installing Perl or about installing some non-Perl-based POD-to-HTML translator.
Whether this should be fixed by:
1) having an "Install Perl" subsection in that section, saying to do, for
example, "choco install ActivePerl" or "choco install strawberryperl", rather
than just mentioning Perl in passing in the "Recommended: Install Chocolatey"
section;
2) finding a non-Perl-based (Python-based?) tool to perform the same function
and using that;
3) something else;
is left as an exercise to the reader.
