packets with QinQ that does not tshark capture using host IP filter

Build Information:
TShark (Wireshark) 3.2.3 (Git v3.2.3 packaged as 3.2.3-1)

When using QinQ (two VLANs) in packets, tshark does not capture traffic with IP
filter.

When QinQ is disablen (one on none VLAN is available), IP filter works fine.

Complete command used:
tshark -i eth3 -w /home/user/test.pcapng -f "host 172.31.250.103"

Adding packets with 2 VLANs which were not captured by IP filter, but using no
filter.
