This is definetly related to ncap. I also uninstalled WinPCap and tried to
install Wireshark 3.2.2 and npcap 0.9986. Unfortunately, the npcap installation
froze. I tried upgrding to Wireshark 3.2.3 and npcap 0.9989 and the same thing
happened then. No interfaces were listed in Wireshark.

But after a restart of the computer I could list interfaces again in Wireshark
and the problem was now gone.

So I think we can conclude that the problem is not related to Wireshark but
maybe pcap 0.9989 and/or WinPCap. Closing the bug. Thanks for the fault-tracing
help!
