Wireshark v3.2.6rc0-42-gb43bfdb96ed1 and v3.3.0rc0-1742-g2356415cfe are both
able to successfully decrypt the initial packets. Decryption of the handshake
and application payload fail because no TLS 1.3 decryption secrets are
available.

The packet number is maintained by each endpoint. The packet number on the wire
is encrypted, see

I'll close this as there does not appear to be a Wireshark issue, but if you
feel there is a bug in Wireshark feel free to reopen it.
