what an interesting topic!
I read all the comments and I think for the last bug (comment 31) if we have
this situation (in a real traffic or hand made data) wireshark should not
reassemble them! because their transaction ID is not same and they don't have
any data about IMSI. so why wireshark should reassemble them? I think it should
not make a decision in this situation!
