Yes, the packet header indicates that the total packet length is 669 bytes and
the IP total length is 655 bytes (655+14 = 669, so that makes sense), and
looking at the packet data, the IP total length field does, in fact, have the
value 655.
So either ScreenOS did something weird or the file got mangled when it was
transferred.
