Right now the dissector tries to fetch 4 bytes in a 2 bytes long buffer so it
triggers the dissection error reported.
Of course we could manually handle such error, but doing it would be painful as
it needs to be done for all IEs.
I guess it would be much faster for you to fix your encoding.
