As an alternative, will the devs consider creating a contrib directory
in the source tree?

It can contain non-standard or other code that doesn't completely comply
with TShark policies but still works given the clean interfaces in Tshark.

These could be *not* built into TShark and can reside there with
sufficient instructions for doing so.
