VLC, which runs on Windows, Linux and OSX (I think) relies on separate package 
handlers under Linux, but offers the ability to download and install the new 
version under Windows and does that without running an annoying and wasteful 
"background service" that always runs and whose sole purpose is looking for 
updates.
