If somebody knows that something is a bug, they should reported it on the
Wireshark issues list:

not on a mailing list.
If they don't know, they can mention it here - it may be that it's a bug, or it
may be that they weren't using Wireshark correctly - but if it turns out to be
a bug, that bug should then be reported on the Wireshark issues list.

That site is a "crowdsourced FAQ". First, search to see if the question, or a
similar question, has been asked; if not, then ask the question.
