It would be nice if the wireshark homepage answered the question directly - making minor changes at the bottom of https://www.wireshark.org/ Is Wireshark really free to use? Yes. Wireshark is "free software"; you can download and use it without paying any license fee. The license under which Wireshark is issued is the GNU General Public License version 2 or later. See the GNU GPL FAQ for some more information. note: the homepage says gpl v2 but the gitlab soure code page says gpl v2 or later, so I'm guessing it's the homepage that is out of date.
