Yes, NT has a utility to generate your own certificate.  It has been a 
couple of years since I did it, but it should be easy to find on the MS tech 
support web site.  Lookup generating server certificates.

Generating your own certificate works fine if your app is not for the 
general public.  You could actually make an argument that the security is 
better, because no third party has access to your private key.  If a third 
party has your private key, it could be accessed by various agencies legally 
with a warent and you would not know about it.  Just like a telephone wire 
tap.

The problem w/ generating your own cert is that when a user comes to your 
website, and hits your cert, they will get a popup message that says 
something like "This certificate was generated by a source you have not 
chosen to trust".  I think that whole thing is a scam w/ MS and Verisign so 
people buy their certificates.  You can select to trust the site, and the 
message will go away, but if your are trying to sell things to the public, 
it does not look very good.
