Outages, intentional or not, is the reason that you can set up your DNS for multiple redundant mail servers. The corollary is that by properly setting up your DNS for multiple redundant mail servers, you (and every other developer in the world) don't have to waste their time creating code to handle an unavailable server. I recommend that you or your support team read any good book on DNS.
