Although I can't speak for Dave, I think what he means is:
1) A dialup is set at the client level
2) The dialup should "trigger" (depending on the client settings) when a
TCP/IP request is made for an address outside the local machine (i.e. Via
the email client, FileMaker, etc.)
3) Thus, the plug-in has nothing to do with actually making the connection
(that's on the client machine side), but only "talks" over the already
opened connection.

A default configured PC will attempt a dialup whenever an IP address is
contacted that is beyond it's local network so after an Open plug-in
command the pc will attempt to dial in, now it COULD happen that the open
times out before contact is made so you will have to script it in such a
way that it will perform the open UNTIL it has a connection with the
server it is connecting to.

A default configured dialup connection (where you also put in the number
that has to be dialed) to the remote network will do the trick. If it is
an internet connection that should be easy to setup following the
wizard, if it's a lan where you are dialing into it might be a bit more
difficult with some old os-es but fairly recent operating systems are
also easy to configure for dialup into LAN's, and if the dialing into a
LAN get's too difficult you might want to consult an MCSE ;-), or an
AASE (if your using a Mac, not sure if they still call it aase now, I
used to be one in my Mac days)
