Steve, The greyed out menus are due to which pane is active. If you select the workspace the menus will become active. It is a "feature" of the carbon lib when using palettes which have panes. It treats them similar to windows. We grey the menus out so that a project is not accidentally created in a taf/tcf/result window when it is the active window.
The site functionality was disabled as it was tied tightly to OS 9 APIs that are not implemented on OS X. It was a complete rewrite that has a lower priority than other features and fixes and the superior OS X connectivity (AFP, SMB, NFS, FTP) with other platforms negates a lot of the need for this functionality. A little known feature of OSX's "Connect to server..." feature is that you can use ftp://domain/directory in the address field and the FTP site will appear as a volume on your desktop. Toggle Quotes is under "Format Selection" in the contextual menu of a [No]Result/Error Window. Use a Ctl-Click or Right Button Click if you have made the conversion to the dark side of the mouse world. Most OSX apps are now "2 button mouse aware" and have similar contextual menus.
